Public participation (P2) continues to evolve from one-time events to a culture of engagement and capacity building. To hasten and support that evolution, participants in this 1-day course learn how to conduct an “audit” of their organization’s public engagement infrastructure to assess strengths and weaknesses, and then plan specific actions to advance a robust P2 infrastructure:

  • Policies
  • Procedures
  • Proficiencies
  • Performance

We introduce the value of such an audit tied to the IAP2 Core Values and Code of Ethics, and then walk through the audit process, interpreting findings, and designing responsive actions. Through short presentations, hands-on exercises, best practices and innovations, and group learnings, participants understand how to take their organizations through this audit and planning process and elevate the importance, value, and benefits of meaningful engagement.

This online course will be offered in two, two and a half hour sessions.

Learning Objectives

Drawing from theory, multiple examples, and best practices, at the end of this course participants will:

  • Understand the value and importance of good P2 in improving public decisions
  • Ground P2 in ethical foundations
  • Audit their organization’s P2 infrastructure, looking at policies, professional practices, resources and capabilities, and performance
  • Develop a prioritized Action Plan to upgrade their P2 infrastructure

Trainer: Anne R. Carroll

Anne Carroll has been a consultant and trainer in public involvement and strategic planning for many years, serving primarily the public sector in both the USA and Canada. She focuses on designing and implementing inclusive and meaningful stakeholder engagement on important public issues, reaching out to and engaging diverse groups of people and perspectives, and tackling complex and multi-stakeholder environments. She served for 16 years as an elected member of the citywide St. Paul (Minnesota, USA) Board of Education, and serves as a board member or committee chair with the International Association for Public Participation USA and the Minnesota Chapter, Minnesota Education Equity Partnership, and E-Democracy.org.
