    Takes a lead role in engagement matters across the Infrastructure Development portfolio. Works with departmental staff and community stakeholders to build and implement meaningful community engagement strategies on key planning initiatives. Provides strategic expertise to identify communications issues and risks. Forges strong relationships locally, nationally, and globally.

    Responsible for promoting and adhering to the Stakeholder and Community Engagement corporate policy to ensure a consistent approach to engage the community in the decision-making process to support the City’s strategic priorities, while meeting the statutory requirements of the Municipal Planning Act, Environmental Assessment EA processes and other relevant government legislation.

    Supports all staff as required to manage community engagement activities by providing expertise and guidance to Members of Council, Senior Leadership Team (SLT), and project leads. Participates on cross-departmental projects teams where citizen engagement support and direction are required. May attend community engagement events (e.g. public hearings/meetings).

    Prepares Council, Committee and other reports and presentations; attends Council, Committee and community meetings, including meetings outside regular business hours as required.

    This is a hybrid position with some in-person requirements in Vancouver and some travel based on the needs of clients. Our preference is for candidates from the Lower Mainland in British Columbia; however, other regions will be considered. It is important to note that some travel is required with this role.

    Reporting to the Managing Director, this position includes the following areas of work:

    Communications Planning: You are a skilled communications professional with in-depth experience developing communications plans. You will play an important role in developing communications plans that support engagement programs. You are keenly aware of audience and tone, and seek new and innovative ways to communicate with a variety of audiences.

    Content Development: You are a quality writer. Whether it’s reports, presentations, promotional materials, video scripts or other content, you know how to share a story so that it has impact and meaning for the audience. Accessibility of information is something you focus on and have experience writing for a variety of audiences. Identifying and removing barriers to audiences is critical to you and you have experience with a variety of accessibility guidelines.

    Management and Coordination of Design: You know how to manage multiple deliverables for multiple clients and ensure strong visuals and a consistent brand is applied to all materials. Working with staff and contracted designers you will know how to support clients with strong, compelling graphics that are delivered on time and on budget. This may include project managing video development, print and digital materials and unique visual strategies. You have insights and ideas around visual communications and how to communicate complex ideas and concepts with clarity.

    Salary Range/ Wage Rate: PG T27 $3,352.40 - $3,960.68 bi-weekly

    Our Solid Waste Services Department is seeking a community engagement coordinator who will support public, First Nations, and stakeholder engagement for regional waste reduction, recycling, and solid waste projects including the update to our regional solid waste management plan. Your ability to translate technical information into easy-to-understand content so that audiences can provide meaningful feedback will be key. You are a trusted advisor, a part of an interdisciplinary team, and adaptable when things change on short notice. Your previous experience working with diverse audiences will serve you well as you navigate the interesting complexities of solid waste projects.

    You are: An engagement and communications professional that thrives on making meaningful connections between the aspirations and concerns of the community and important decisions. You don’t shy away from difficult conversations and can easily find ways to make them points of connection.

    This role:
    • Provides communications, engagement, and planning advice to senior departmental managers and officers, and through them to their respective committees, on corporate and departmental objectives and issues.
    • Develops and writes departmental communications and engagement strategies, and specific communications plans by researching corporate and departmental objectives and issues; analyzing public opinion and research; identifying target audiences and key messages; preparing budget estimates; and developing evaluation criteria.
    • Develops and reviews content for public and external outreach and behaviour change campaigns; reviews, coordinates and advises on outreach initiatives from the concept stage through to final product; liaises with stakeholders in the development of strategies related to corporate priorities and the implementation of management plans; acts as project leader for events.
    • Develops and prepares materials to complement existing communication and engagement resources; writes or adapts print materials; prepares budget estimates and develops evaluation criteria for same.
    • Plans and coordinates implementation and delivery of communication and engagement projects by overseeing the work of the creative services team and external consultants to ensure all materials such as brochures, speeches, videos, television shows and segments thereof, displays, news releases, and/or teaching/education materials are produced on time and within budget.
    • Plans and prepares budget estimates and upon approval administers budget expenditures for departmental annual and project communications and/or engagement projects; identifies funding opportunities with other levels of government, member municipalities and the private sector and submits appropriate proposals and applications.
    • Develops and presents reports to client departments, boards and advisory committees.
    • Performs related work as required.

    To be successful, you have:
    • University graduation, with a degree in communications, or broadcast communications or a teacher’s certificate, or a professional accreditation for example IABC accreditation, plus considerable related experience; or an equivalent combination of training and experience.
    • Thorough knowledge of the principles, practices and techniques relating to communications in all forms of media, and/or education especially as it relates to governmental agencies, organizations and/or the school system.
    • Considerable knowledge of writing techniques, graphic arts, print production and of news, advertising, and web and social media.
    • Sound knowledge of the objectives of the Board, Metro Vancouver and its member jurisdications as they relate to the work performed.
    • Working knowledge of assigned client departments' policies and operations related to the work performed.
    • Familiarity with the contents and intention of the International Association of Public Participation (IAP2) public participation spectrum would be an asset.
    • Ability to plan, develop, coordinate and evaluate communications and/or engagement strategies, behavior change and/or education strategies, programs, campaigns, initiatives, and/or events.
    • Ability to establish and maintain effective liaison and working relationships with a variety of senior level internal and external contacts.
    • Ability to represent Metro Vancouver’s corporate objectives to internal and external audiences.
    • Ability to develop and implement concepts and themes and to coordinate production and delivery of a variety of communications, education, and engagement material.
    • Ability to communicate effectively orally and in writing with a wide variety of internal and external contacts.
    • Ability to prepare budget estimates, administer and control an approved budget; and to prepare and maintain records, reports, correspondence and related material.
    • Driver’s Licence for the Province of British Columbia.
    • Completion of a Criminal Records Check.
