2020 Skills Symposium: Large-Scale Public Participation Techniques

This course engages with three popular methods for large-scale, dialogue-based public participation on public policy issues: the 21st-Century Town Hall, Deliberative Polling, and Citizen Juries. Each process helps participants learn about an issue, create space for in-depth deliberation and generate detailed feedback on public policy options. Participants will also explore, and apply to their own work, key ingredients of large-scale processes, including developing discussion content and questions, as well as outreach strategies that involve large numbers of diverse participants.

Recommended Experience Level:  Intermediate

Learning Objectives:

At the end of this course, participants will:

  • Define the distinctions and complementary qualities of dialogue and deliberation
  • Identify suitable uses of large-scale public participation methods
  • Contrast the theory and practice of 21st Century Town Hall, Deliberative Polling and Citizens’ Juries
  • Outline a basic framework for planning a large-scale engagement project
  • Identify and address barriers to participation
  • Apply aspects of these large-scale public involvement methods to your own work

Susanna Haas Lyons, M.A., is a civic engagement specialist. Bridging online and face-to-face methods, she has worked for over 15-years on large and complex engagement projects across North America. Susanna designs participation strategies, facilitates complex meetings, and provides training for better conversations between decision-makers and those most impacted by the issue.
