What do a 3D printer, a motorboat and salmon dog treats have in common? Join this special encore presentation to learn how the Fraser River Tunnel Project team worked within the prescriptive rules of a regulatory Environmental Assessment to design a creative and human-centric approach engagement.

The Fraser River Tunnel Project is a $4.15 billion transportation project in the Greater Vancouver region of British Columbia. The Project is the first immersed tube tunnel in Canada in nearly 60 years and is undergoing a provincial Environmental Assessment (EA). As part of the regulatory EA engagement, the Project team harnessed the five-senses to spark interest in this highly technical process. The Fraser River Tunnel Project won the 2024 IAP2 Canada Core Values Award for Creativity, Innovation and Contribution to the Field.

The Importance of Trauma-Informed Engagement

As human beings, we are complex – we simultaneously inhabit many different social locations, and when we come together to do engagement we all as individuals bring our own political, cultural, economic, subjective and experiential knowledge to the table. And sometimes the incredibly valuable experiential knowledge people bring to engagement can be intertwined with experiences of trauma. This is why it is so important to build engagement strategies that are trauma-informed from the very start, and that incorporate critical reflexive practice.

By the end of this session learners should be able to:

  • Define trauma and trauma-informed engagement;
  • Distinguish between safety and comfort in patient and public engagement;
  • Understand strengths-based approaches;
  • Describe the impact of bearing witness and strategies for self-care.

Sea2City Design Challenge

The 2023 IAP2 Canada Core Value- Indigenous Engagement, Project of the Year Recipient and the 2023 IAP2 International Project of the Year

Sea2City achieved three notable outcomes. It redefined coastal planning language by addressing the interconnectedness of land and water and moving away from the colonial perspective that separates the two. The project also crafted an ambitious and inclusive vision for the False Creek shoreline, integrating Indigenous voices, values, and community needs. Finally, it developed practical site concepts and pilot projects refined through public engagement, introducing innovative decolonized ideas not previously seen in Canadian urban contexts.

The webinar highlighted three important takeaways from the engagement process. Firstly, the active involvement of Host Nation representatives and cultural advisors was crucial for the project’s success, creating a collaborative environment. Secondly, engaging youth and the arts community proved essential, as their perspectives and artistic expression helped make complex adaptation issues more accessible. Lastly, the webinar emphasized the importance of interdisciplinary collaboration and integrating engagement efforts across various City departments, policies, and the public for effective coastal adaptation.

In 2022, after two years of community conversations, intensive collaboration, and continuous improvement, City Plan – Nanaimo ReImagined emerged. ReImagine Nanaimo, the engagement process behind City Plan, was the largest community engagement program the City of Nanaimo has ever attempted. The engagement process started with a bold goal: develop an outreach approach that would cross the path of every person in the community.

NAC Encore - City of Edmonton Ward Re-Naming Initiative

For decades, the wards -- the political districts -- in the City of Edmonton had "Euro-centric" names. But Edmonton and its environs have, throughout history, been a cross-roads and meeting-place for Indigenous people. In 2020, following a request by a group of Indigenous elders and as part of its commitment to further reconciliation between Indigenous and non-Indigenous peoples, the city launched a project to give the wards new names.

In this reprise of their highly popular presentation at the 2021 IAP2 North American Virtual Conference, leaders of the public engagement process in this initiative will share how the Indigenous Ward Naming Initiative was developed. A group of Indigenous women led the effort and in December, 2020, the twelve wards were given new names, reflecting the variety of language groups in the area.

As one member of the committee put it, "it is time for us to be seen". Watch a video about the initiative here.

NAC Encore: "Aistowaípiiyaóp" & "Partnerships Are All About Relationships"

Cooperative efforts between public agencies and Indigenous communities take the stage, as we present two “NAC Encores”. Aistowaípiiyaóp: Walking Together tells the story of how a racial slur led to a cultural reconciliation at Alberta Health Services. Partnerships Are All About Relationships describes how the Government of Canada has been working with ten Indigenous groups, literally from coast to coast to coast, to develop a web-based system for providing maritime data to local communities.

As her daughter fought through the first years of her life, Tessy began to learn the significance of mental, physical, emotional and spiritual health. When she began attending Traditional Ceremonies, everyone around her started seeing a change. She developed strength and confidence she needed to have a quality of life she always desired for her family.
  • This story is about the challenges and sense of displacement Robin has experienced as an Urban Métis woman. She speaks about how traditional healing and wellness practices have been essential for her healing journey, and highlights the need to integrate traditional Indigenous female wellness practices into the health care system.
  • Shaylene shares her story of resilience and overcoming the effects of Intergenerational Trauma and addiction at a young age. Using both therapeutic and traditional practices, she continues on her journey to healing.
  • Hal speaks to the inspirational story of how his parents and family have shared the healing wisdom of Indigenous traditional spirituality and herbal medicine knowledge within a western healthcare system. His story describes their journey as knowledge keepers and respected traditional healers as transcended through generations. It is through humble knowledge translation of indigenous ways of knowing and being that, whole healing is recognized in the partnership shared with western ways.
  • This story follows the experiences of one Indigenous woman as she struggles with the implications of intergenerational trauma throughout her life. It emphasizes the importance of providing culturally appropriate healthcare services to indigenous populations in Canada.
  • Having grown up in a negative world of addiction as a result of intergenerational trauma, G makes the decision to break the cycle. She finds safety, strength and healing by reconnecting with her culture and traditions. As she journeys to sobriety she faces difficult choices.

Increasingly infrastructure design is an expert-driven process, yet publics have vital contributions to make. Hear about how our project team approached this challenge and how you can too.

This highly-interactive session is a reprise of one of the more popular presentations at the 2020 IAP2 North American Virtual Conference. Core Values Award Recipients - Projects of the Year 2021

If your P2 work involves Indigenous or otherwise marginalized communities, you need to join us for the next Learning Webinar! The Projects of the Year from Canada and the USA will share some amazing insights into how they brought to the table the people who needed to be there -- in two widely-divergent projects. 

Argyle was tasked with helping to work out a governance structure to ensure that the “Sixties Scoop Healing Foundation” -- a $50-million foundation set up to assist survivors of the Canadian action of removing Indigenous children from their families and placing them with “white” families -- serves the people it’s supposed to. The Argyle team travelled from coast to coast to coast, meeting with Indigenous communities, hearing powerful, emotional stories, and finding team members suffered trauma from the experience, themselves. You’ll learn how they handled that delicate balance to co-create the foundation’s governance. 

Co-creation was also the theme of the USA’s top project. The Tualatin Hills (Oregon) (Oregon) Park and Recreation District and its partners set out to re-imagine, design and realize a parks and recreation system that meets the needs of a very diverse population. You’ll learn about the variety of languages they had to work in, and the ways they overcame other age, accessibility and gender barriers. They discovered the importance of paying honoraria to participants, showing how their input -- and hence, their time and effort -- was valuable -- and valued.
